The souvenir zero euro note program, administered by EBES and printed by Oberthur Fiduciaire, launched in 2015 as a legal novelty — technically valid currency under European law but issued at a face value that makes redemption pointless by design. Munich's Frauenkirche entry joined a catalog that by 2018 had grown to several hundred tourist-site editions across Europe, each produced to the same security specifications as circulating euro banknotes, including intaglio printing and a holographic stripe.
Oberthur's involvement matters here: the firm prints genuine euro notes for the Banque de France, so the production quality is not a simulation of security features but the real thing.
