The zero-euro souvenir note program launched in France in 2015, with Oberthur Fiduciaire producing the first run of tourist-issue notes for participating museums and attractions. Mulhouse's Cité du train — home to the largest railway heritage collection in Europe — was among the inaugural sites. These notes are legal tender in the technical sense, backed by a formal arrangement with the European Central Bank, though that distinction is largely academic given their face value.

Oberthur used genuine banknote security features throughout: UV-reactive ink, a security thread, and intaglio printing. Collectors should note that the 2015 first-series notes carry different serial number prefixes than later reissues from the same attraction.
