The EuroSouvenir program — launched in France in 2015 and later rolled out across Europe — produces these zero-denomination notes as collectible tourist items, printed to genuine banknote specification by licensed security printers. Oberthur's involvement gives the paper and print quality a credibility the souvenir context doesn't strictly require, but that's precisely why the program sells.
Mozart was born in Salzburg in 1756, and the Mozarthaus on Getreidegasse has been a museum since 1880 — one of the more commercialized cultural sites in Central Europe, which makes its appearance on a souvenir note entirely fitting.
