The zero-euro souvenir note program — overseen by the European Banknote Memory Organization and commercially distributed through partner sites — has produced hundreds of these collector pieces since 2015. They carry no legal tender status but are printed to genuine banknote specification by licensed security printers, Oberthur among the most active. The format exploits a gap in EU regulation: nothing prohibits issuing a denominated instrument that cannot, by definition, be counterfeited for financial gain.
