The EuroSouvenir 0 Euro program — licensed through the Banque de France and printed by Oberthur Fiduciaire to full legal-tender specification — occupies a peculiar niche: notes with no monetary function whatsoever, yet produced to the same technical standards as circulating currency, including security paper, serial numbering, and UV-reactive elements.
