EuroSouvenir notes are legal tender in the technical sense — issued under a European Central Bank framework that permits commemorative zero-denomination pieces — but no cashier has ever accepted one. Oberthur Fiduciaire, which prints genuine euro banknotes for several eurozone states, produces these on the same security substrate lines, which is precisely the point: the souvenir value depends entirely on the authenticity of the paper and print quality.
