EuroSouvenir notes occupy an odd corner of the hobby — legal tender in the sense that the 0 denomination makes the question moot, printed to full De La Rue and Oberthur security standards yet designed purely for the tourist market. Oberthur Fiduciaire has produced the bulk of the series under license from the European Central Bank, which permits their issue provided they carry no denomination that could interfere with actual currency.
Monaco's Cathedral is a logical subject for the series — it is the burial site of Prince Rainier III and Grace Kelly, which drives considerable visitor traffic to a building that might otherwise register as minor Romanesque Revival.
