Mini Europe is the Brussels theme park built on the Atomium site that opened in 1989, placing it among the souvenir euro novelty notes issued for a park anniversary rather than any monetary purpose. Oberthur Fiduciaire has produced the bulk of Europe's souvenir zero-euro notes since the format was commercialized around 2015, and their security printing background — intaglio, UV-reactive ink, embedded thread — is typically carried over into these pieces even though they have no legal tender status anywhere.
