EuroSouvenir's zero denomination notes occupy a legal grey area that the ECB has never formally closed — they carry euro visual styling but are exempt from counterfeiting law precisely because they have no face value and are not legal tender. Oberthur Fiduciaire prints them with the same security substrate used on genuine euro series notes, which has occasionally caused confusion at border controls despite the "0 Euro" overprint.
