The souvenir euro program — administered under license from the European Central Bank and issued through Eurosouvenirs — launched in 2015 and positioned these notes as collectible artifacts sold at museums and historic sites, legal in design but carrying no monetary value. The Mémorial Charles de Gaulle, located in Colombey-les-Deux-Églises, was among the inaugural sites. Oberthur printed them to genuine banknote security specifications, including intaglio printing and a security thread, which is what separates these from ordinary tourist ephemera and sustains collector interest.
