The zero euro souvenir note program, administered by FEAP/EAN and printed by Oberthur Fiduciaire, operates outside the European Central Bank's monetary framework entirely — these are legal curiosities rather than legal tender, produced specifically for the collector market at tourist sites across EU member states. Malta joined the eurozone in 2008, making it eligible for the series.

Mdina Cathedral dates to the Norman period, rebuilt in Baroque form after the 1693 earthquake that devastated much of southeastern Sicily and Malta. The attached Museum holds one of the more significant ecclesiastical silver collections in the Mediterranean.
