The zero-euro souvenir note program was launched in France in 2016 by the UEAA, licensing the European Central Bank's security format for use on a non-legal-tender collector item. Oberthur Fiduciaire, one of the ECB's authorized banknote printers, produced these under that same license — meaning the security features, including the holographic strip, are genuine and not decorative imitations.
Notre-Dame de la Garde was the obvious anchor for a Marseille issue. The basilica has functioned as the city's navigational landmark for sailors since the 19th century.
