Euro Souvenir notes have no legal tender status anywhere — they are printed under a private licensing arrangement with the UEED and sold as collectibles at tourist sites. Oberthur Fiduciaire, which prints genuine euro currency for the Banque de France, produces these on the same security substrate, which is why they feel deceptively official in hand.
La Cité Radieuse, Le Corbusier's 1952 Marseille housing block, was declared a UNESCO World Heritage Site in 2016 — the same year this note was issued, almost certainly not a coincidence.
