The zero-euro souvenir note program was launched in France in 2016 by the United Euro Collectors and Manufacturers, essentially creating a licensed collectible printed to genuine banknote specification but with no legal tender status anywhere. Oberthur Fiduciaire, one of the few security printers capable of meeting ECB production standards, handles the entire series from its Rennes facility — giving these souvenirs a production pedigree identical to circulating currency.
The Maison de la Magie in Blois, the museum built around the legacy of conjurer Robert-Houdin, was among the first wave of participating venues in 2016. The R. Faille signature appearing on these notes belongs to the program's commercial director, not a central bank governor.
