Zero euro souvenir notes were first produced commercially around 2015, sold at tourist sites and museums across Europe as collectibles with no legal tender status. Oberthur Fiduciaire prints them to full banknote security specifications — the paper, the intaglio printing, the holograms — which was a deliberate choice to make counterfeiting them economically pointless given they have no face value to exploit.
Ataturk's appearance on a euro-format note printed in France is a peculiarity worth noting: Turkey is not an EU member, and this issue exists purely as a commercial souvenir product, almost certainly tied to a Turkish cultural institution or tourist venue that commissioned the run.
