The 0 Euro souvenir program, administered by the Union Européenne des Partenaires de la Presse (UEPP) and printed by Oberthur Fiduciaire, occupies an odd corner of notaphily — legal tender in denomination only, which is to say not at all, but manufactured to full banknote specification including the security features.
