The 0 Euro souvenir program, administered by the Union Européenne des Partenaires de la Presse (UEPP) and printed by Oberthur Fiduciaire, occupies an odd corner of notaphily — legal tender in denomination only, which is to say not at all, but manufactured to full banknote specification including the security features. Oberthur has produced genuine French francs and euros for decades, so the technical gap between these and circulating currency is narrower than collectors sometimes assume.
The Lozère is one of the least populated departments in France, and the Gorges du Tarn series draws heavily on that geographic isolation as its commercial hook.
