Souvenir euros are printed by Oberthur Fiduciaire under licence from the European Central Bank, which controls the authorisation scheme tightly enough that each design must be approved before issue. The Lozère edition targets one of the least-visited and least-populated departments in France — a deliberate marketing angle, since the regional tourism offices that commission these notes lean heavily on scarcity of place as a selling point.
