The souvenir zero euro note program — run under license from the European Central Bank — has been producing tourist-market collectibles since 2015, printed by Oberthur Fiduciaire to the same security specifications as circulating euro banknotes: same paper, same UV-reactive inks, same embedded strip. Lourdes is among the higher-traffic subjects in the French series, given the town draws several million Catholic pilgrims annually to the Marian shrine established after Bernadette Soubirous's reported apparitions in 1858.
These notes have no monetary value and are never legal tender. The ECB authorization is what makes the format legally reproducible at all.
