The 0 Euro souvenir note program, administered by the MEBN (My Euro Banknote Network) and printed by Oberthur Fiduciaire in France, began in 2015 as a collector-targeted product sold through tourist venues across Europe. Each note is legal in the sense that it carries a valid EAN barcode and issuer registration, but it has no monetary function whatsoever — the zero denomination is deliberate and legally necessary to avoid conflict with ECB regulations on euro-denominated instruments.
Thierry Mordant has designed the majority of notes in the series. Oberthur's involvement ensures genuine security paper and intaglio printing elements are present, which is why these trade above face value immediately on issue.
