Euro Souvenir notes are a French-led tourist collectible program, first launched around 2015, in which Oberthur Fiduciaire prints genuine banknote-specification paper pieces with zero face value — legal to produce precisely because they carry no monetary denomination that could complicate currency law. Vieux-Lille, the preserved Flemish baroque quarter of the city, is a reasonable subject for the series: the neighborhood narrowly escaped wholesale demolition in the mid-twentieth century and only recovered its current cachet after sustained restoration efforts from the 1970s onward.
Oberthur's involvement lends these pieces proper security paper construction, which is why they feel indistinguishable from circulating notes in hand.
