Oberthur Fiduciaire, one of France's principal security printers, produces these under strict ECB guidelines governing format and security features, which is why genuine watermarking appears on what is essentially a novelty item.

This particular release commemorates the four Napoleons — presumably Bonaparte, II, III, and Napoleon as First Consul — a theme with obvious commercial appeal in French souvenir markets. The series has no redemption value and was never intended to circulate.
