The "souvenir euro" program — administered under license from the European Central Bank — permits authorized issuers to produce zero-denomination notes that are legal collector items but carry no monetary value. Oberthur Fiduciaire, one of France's principal security printers, produces these under strict ECB guidelines governing format and security features, which is why genuine watermarking appears on what is essentially a novelty item.

This particular release commemorates the four Napoleons — presumably Bonaparte, II, III, and Napoleon as First Consul — a theme with obvious commercial appeal in French souvenir markets. The series has no redemption value and was never intended to circulate.
