Euro Souvenir notes are a legitimate collector product authorized under European Central Bank guidelines that permit the production of zero-denomination "euro-style" items provided they cannot be confused with legal tender. Oberthur Fiduciaire produces them with genuine banknote security features — the thread and hologram here are not decorative — which is part of the program's compliance requirement.
Issuing a souvenir note commemorating Lenin in 2018 placed it squarely in the centenary year of the Bolshevik seizure of power — a date far more charged politically than Lenin's birth year suggests.
