The zero euro souvenir note program was launched in 2015 by Richard Faille's UEJV as a legally compliant collectible — because a denomination of zero carries no monetary value, it sidesteps European Central Bank regulations governing euro banknote issuance entirely. Oberthur Fiduciaire prints them to genuine security banknote standards, including the intaglio printing and embedded security thread found on circulating currency, which is precisely the commercial hook.
Le vieux Nice — the historic Baroque quarter built largely in the 17th and 18th centuries under Savoyard rule — became a recurring subject across the souvenir note series given its popularity with French domestic tourism.
