The zero-euro souvenir note program, administered through Euro Souvenir and widely distributed through French tourist sites from around 2015 onward, operates on a simple premise: Oberthur prints legal-looking banknotes with no monetary value, municipalities and attractions sell them as collectibles, and everyone profits except anyone trying to spend one. Le Rove is a small commune in the Bouches-du-Rhône, northwest of Marseille, better known for its goat cheese — the brousse du Rove holds a protected geographical indication — than for any numismatic tradition.
Oberthur's involvement lends these pieces genuine security printing credentials, including intaglio elements and UV-reactive features identical to those used on circulating issues.
