Eurosouvenirs notes of this type are not legal tender and never were — the "0 Euro" denomination is a deliberate fiction sanctioned by the Union Européenne des Billets de Patrimoine, which licences the format to regional tourism operators. Oberthur Fiduciaire prints them to genuine banknote specification, incorporating the same security features found on circulating euro issues, which is partly the point: collectors pay for the feel of real currency attached to a specific place.
The Chaîne des Puys was inscribed as a UNESCO World Heritage Site in 2018, two years before this note appeared — the timing is not coincidental.
