The zero-euro souvenir note program, administered by the EAUP since 2015, functions as a licensed collectible — legal in design terms, meaningless as tender, and deliberately so. Oberthur Fiduciaire produces these on genuine banknote paper with full security features, which creates the odd situation of a forgery-resistant note that was never currency to begin with. Mont Saint-Michel is among the most-issued subjects in the series, having appeared across multiple print runs and vendor editions, so distinguishing earlier pressings from later ones matters more than most buyers initially expect.
