The Euro Souvenir program, launched in 2012 by the European Banknote Memory Association, produces these zero-denomination notes as licensed collectibles sold at tourist sites across the eurozone — they are not legal tender and never enter circulation by design. Oberthur Fiduciaire, one of France's principal security printers, handles production from Rennes.
The Mémorial de Caen opened in 1988 on the site of the former German military headquarters bunker used during the Normandy occupation. It was deliberately sited there — the bunker's lower levels were incorporated into the building's foundation.
