The Mémorial de Caen is one of France's principal museums dedicated to the Second World War and the Normandy landings, built on a site directly above a German military headquarters used during the occupation. These zero-euro souvenir notes were introduced in France around 2015 as a private commercial venture, printed by Oberthur Fiduciaire — the same firm responsible for a significant share of genuine euro production — using the same security substrates and features as circulating currency. That choice was deliberate: the tactile authenticity is the point of sale.
Not legal tender anywhere. Collected primarily as tourist keepsakes, they have no redemption value and were never intended to circulate.
