The zero-euro souvenir note program, administered by the UECR and printed by Oberthur Fiduciaire, launched in 2015 as a collector-driven initiative exploiting a genuine legal quirk: because the face value is zero, these notes fall outside European Central Bank regulations governing currency issuance, allowing private entities to commission them freely. Oberthur prints them to the same security specifications as circulating euro notes — same paper, same intaglio feel — which is precisely the point.
The Seaquarium at Le Grau-du-Roi, on the Languedoc coast near the Camargue, was one of several hundred tourist attractions that signed on in the program's early expansion years. This is the 2018 issue for that venue.
