The zero-euro souvenir note scheme launched in France in 2015 under ECB authorization, with Oberthur Fiduciaire securing the printing contract for the inaugural run of tourist-site issues. Le Grau-du-Roi's Seaquarium, a Mediterranean aquarium on the Gard coastline, was among the earliest participating venues — the notes sold at the attraction itself, functioning as paid souvenirs rather than redeemable currency.
