The Blockhaus d'Éperlecques, in the Pas-de-Calais, was intended to be the largest V-weapon launch facility ever built — a hardened concrete bunker designed to mass-produce liquid oxygen on site and fire V-2 ballistic missiles directly at London. Construction began in 1943 using forced labor, but sustained Allied bombing campaigns, particularly the Crossbow operations of 1943–44, rendered the structure unusable before it ever launched a single rocket. It survives today as a museum, which is the direct reason this souvenir note exists at all.

The EuroSouvenir program, administered under license from the European Central Bank, permits zero-denomination notes for tourist and commemorative purposes. Oberthur Fiduciaire, one of France's principal security printers, produced this issue in 2015.
