The zero euro souvenir note program launched in France in 2016 under the UEBA framework, with Oberthur Fiduciaire handling production — the same firm responsible for genuine euro banknotes for several issuing countries. That's not incidental: the use of an actual security printer, on actual cotton substrate, was a deliberate move to give the series physical credibility and to make counterfeiting pointless on an item with no monetary value.

The Lascaux subject references the Vézère Valley caves, whose original site has been closed to the public since 1963 due to fungal damage accelerated by CO₂ from visitors. The note references a place most tourists can only see through a replica.
