The 0 Euro souvenir note program, administered through licensed European retailers since around 2015, occupies an odd commercial niche — legal tender denomination of zero, printed to full security specifications by authorized banknote printers, but never intended to leave a drawer. Oberthur Fiduciaire produces these to ECB-approved dimensional and security standards, which is why a genuine watermark appears in what is functionally a tourist keepsake. The program has issued thousands of regional and thematic designs across participating countries, making scarcity claims for any individual title largely meaningless on release.
