The zero-euro souvenir note program launched in France in 2016 under a licensing arrangement that permits officially approved printers — Oberthur Fiduciaire among them — to produce legal-format collector pieces bearing the euro design architecture but denominated at zero, making them neither legal tender nor counterfeitable in any meaningful sense. Oberthur, one of the ECB's authorized euro security printers, applies the same intaglio and UV-reactive security features found on circulating notes.
La Rochelle's harbor was one of the earliest tourist locations selected when the program launched, reflecting the town's strong visitor footfall rather than any monetary history worth noting.
