The zero-euro souvenir note program, administered by EuroSouvenir under license from the European Central Bank, has produced hundreds of these collector-only issues since 2015. La Rochelle's aquarium — one of the oldest public aquariums in France, opened in 1971 — is a logical subject for the series, which targets tourism venues as primary retail points. Oberthur Fiduciaire prints these on genuine banknote paper with authentic security features, including a holographic stripe, making them technically indistinguishable from legal tender in construction, if not in denomination.

No monetary value, no circulation, no redemption obligation. The ECB's formal authorization is what keeps the program legally unambiguous across the eurozone.
