The zero euro souvenir note program was launched in 2015 by Richard Faille, a French entrepreneur who licensed the European Central Bank's banknote design conventions — legally possible because zero-denomination instruments fall outside currency law. Oberthur Fiduciaire, which prints actual euro banknotes for the Banque de France, produces the souvenirs on the same security substrate, complete with genuine holograms and UV-reactive inks. The practical effect is a collector item that passes basic counterfeit detection while being entirely worthless as tender.
The Aquarium de La Rochelle, opened in 1990, was among the earlier tourist venues to adopt the format in its inaugural year.
