Euro souvenir notes occupy an odd corner of the hobby — legal in design but never legal tender, sold at a premium directly to collectors and tourists, and produced under license from the European Central Bank. Oberthur Fiduciaire handles the bulk of this series, applying the same security infrastructure used on circulating currency, including the holographic strip, which gives these pieces more physical credibility than their novelty status might suggest.
The Baie de Somme grey seal edition is one of dozens of French regional issues in the souvenir program, released to support local tourism economies. None circulate. All are sold at face markup.
