The zero euro souvenir note program launched in 2015 under the UEEC (Union Européenne des Émetteurs de Collectibles) was a clever piece of legal arbitrage — because the face value is zero, these notes fall outside ECB regulations governing euro banknote issuance, allowing private vendors to sell them as collectibles while using the official euro visual format. Oberthur printed them on genuine banknote paper with the same security features found on circulating euro notes, which is precisely the point: the tactile authenticity is the product.
The Île d'Oléron, France's largest Atlantic island and a significant oyster-farming center off the Charente-Maritime coast, was among the earliest subjects in the series.
