The EuroSouvenir program issues these zero-denomination notes as legal commemoratives under a licensing arrangement with the European Central Bank — they carry genuine euro security architecture, including Oberthur's holographic strip, but hold no monetary value and are never legal tender. Minna Canth, the Kuopio-born Finnish author and playwright, was the first woman honored in Finland's national calendar with her own flag day, a distinction granted in 1990.
