They carry no redemption value, no issuing bank mandate, and no legal tender status — the "0 Euro" denomination is a legal fiction that sidesteps EU regulations on private banknote issuance. The Kölner Dom subject is one of several hundred landmark-themed releases, printed on genuine banknote paper with a watermark to satisfy collector expectations of authenticity.
