The EuroSouvenir program, launched in France in 2015 and later expanded across Europe, issues these zero-denomination notes through Oberthur Fiduciaire using genuine banknote-grade security substrates — the same printer responsible for currency produced for numerous African and European central banks. The result is a collector item that is technically indistinguishable in feel and construction from circulating legal tender, which was the deliberate commercial premise from the start.
Cologne joined the program in 2018. The hologram strip meets the same specification used on contemporary euro-series notes, not a decorative approximation of one.
