EuroSouvenir zero-euro notes have been produced by Oberthur Fiduciaire since the format launched in 2015, each carrying the full security features of genuine euro banknotes — including the Europastern hologram strip — despite having no legal tender status anywhere. The model is essentially licensed novelty printing at banknote specification, and Oberthur's position as an approved Eurosystem security printer is what makes the format credible enough to sell.
