EuroSouvenir's zero-denomination collector notes are an officially licensed product of the European Central Bank, which permits their production provided they carry no monetary value and cannot be mistaken for legal tender. Oberthur Fiduciaire — one of the few security printers with an unbroken relationship with French state currency going back to the nineteenth century — produces the entire series to genuine banknote specification, including security paper and UV-reactive features.
The Köln am Rhein edition appeared in 2017 as part of a wave of German city issues that proved among the strongest sellers in the souvenir note market, with some regional variants selling out within weeks of placement in tourist kiosks.
