The zero euro souvenir note program was launched in France in 2012 by Richard Faille, who recognized that legal-tender novelty notes sold to tourists generated revenue without inflationary risk — the face value is literally nothing. Oberthur Fiduciaire prints the entire series and incorporates genuine banknote security features, including intaglio printing and embedded security thread, which satisfies European Central Bank licensing requirements for using the euro format commercially.
The København issue dates from the program's aggressive expansion into Scandinavian tourism markets. Denmark uses the krone, not the euro — a small irony the souvenir sidesteps entirely.
