The 0 Euro souvenir note program, administered by the Union Européenne des Fabricants de Lingots (UEFL) and printed by Oberthur Fiduciaire, occupies an odd corner of notaphily — legal in form but with no monetary function whatsoever. These are sold directly to tourists as collectibles, with face value legally set at zero. La Montagne des Singes, a Barbary macaque wildlife park in Kintzheim, Alsace, joined the program as one of several hundred regional attractions and institutions that have commissioned editions since the concept launched around 2015.

Oberthur's inclusion of a genuine hologram strip keeps these within the technical vocabulary of real currency production, which is precisely the point of the exercise.
