EuroSouvenir notes are issued under a scheme sanctioned by the European Central Bank, which permits the printing of zero-denomination collector pieces using the same security substrate and Oberthur production standards as circulating euro banknotes — they are legal in format, worthless by design. The Kaunas edition was released to coincide with the city's designation as a European Capital of Culture for 2022, one of the earlier souvenir notes to leverage that program for a Lithuanian subject.

Oberthur's involvement ensures genuine banknote-grade paper and intaglio printing, which is precisely the point — the tactile authenticity is the product.
