The zero-euro souvenir note is a private collectible format that emerged in France around 2015, licensed under a scheme that allows non-governmental bodies to issue Eurosystem-format notes with a face value of €0 — legally inert as currency but printed on genuine security paper by authorized facilities. Oberthur Fiduciaire produces these alongside real banknotes, using the same substrate and threading processes, which is precisely what gives the format its appeal to collectors.
The Czech Banknote Society's issue for Karlovy Vary is among the earlier central European club-issued examples in the series. CZBS membership notes of this type are typically short-run and distributed directly through the society rather than retail tourist channels.
