The 0 euro souvenir program, administered through LEBF and printed by Oberthur Fiduciaire, was launched in 2015 as a licensed novelty series — fully legal, bearing genuine security features including a watermark and holographic strip, but carrying no monetary value by design. Karl IX of Sweden is an apt if pointed choice for a French-printed souvenir: he was the duke who became king by outmaneuvering and eventually executing the Swedish nobility, consolidating Lutheran rule in a country that had only recently broken from Rome. He died in 1611, having never quite resolved the constitutional legitimacy of his own reign.
